Colonel Ismail Naseer

Colonel Ismail Naseer is the Defence Advisor at High commission of Maldives in Sri Lanka. He was born on 24th December 1974 in K. Male’. He completed his secondary education from Majeedhiyya School and enlisted in the Maldives National Defence Force (MNDF) on 9th September 1991.

Colonel Ismail started his career as an administrative assistant in the MNDF Headquarters and later served at the Ministry of Defence till he completed his Higher Diploma in Computing Information Systems from Stamford College, Malaysia upon which he was transferred to the Communications, Electronics and Information Technology Service (CEITS). He completed his Bachelor’s Degree (Hons) in Computing at the University of Portsmouth and later accomplished his Master’s Degree in Information Technology from the Charles Sturt University (Australia) which was conducted in IDM College, Sri Lanka.

Colonel Ismail has spent the majority of his career as the Officer in Charge of IT Department of CEITS, playing a key role in developing the Information and Communication Technology sector of MNDF and training key personnel in the areas of Network Security, Software Development, Repair and Maintenance. He was one of the first MNDF personnel to be certified as a Microsoft Certified Systems Engineer.

Colonel Ismail was posted briefly as the Officer Commanding of Officer Training Wing and also as the Director of the MNDF NCO Academy. He was later appointed as the Chief Executive Officer (CEO) of Sifainge Co-operative (SIFCO) and also the Managing Director (MD) of Sifainge Welfare Company (SIWEC) and led the team that transformed these two welfare organizations into dynamic and revenue generating components of welfare, focusing on key areas including Engineering, Security, Infrastructure Development, Retailing, Catering, and also managing the Military Hospital of MNDF. Colonel Ismail also served as the Deputy Commanding Officer of Electrical and Mechanical Engineering (EME) in which he was assigned to assist the Commanding Officer in commissioning, repairing and maintaining the land and maritime fleet of MNDF along with power generation and water distribution for the Defence Force.

He held the appointment of the Principal Director of Operations and Training (J3/J7) in the Integrated Headquarters, where he handled matters related to local and foreign training, seminars, joint exercises and also the operations of MNDF. His last appointment was as the Principal Director of Administration & Personnel Services (J1) before assuming duties as the Defence Advisor of Maldives in Sri Lanka on April 2019.

Colonel Ismail has completed various trainings in the Maldives including Special Task Force Training, Leadership Training Course and Senior Instructor’s Course. He has also completed his Young Officers Training in Military College of Signals, Pakistan and his Command and Staff College Course at the Malaysian Armed Forces Staff College where he also attained an Executive Diploma in Strategic and Defence Studies. Colonel Ismail has attended Leadership seminars and professional development programs in the United States, Thailand, Nepal, Malaysia and United Arab Emirates.

Colonel Ismail’s military decorations include the Centenary Medal, Good Conduct Medal, SAARC Medal, Defence Force Service Medal, Dedicated Service Ribbon, Achievement Ribbon, Defence Force Service Ribbon, Long Service Ribbon, Good Conduct Ribbon (Thrice) and has twice been awarded the President’s Award for attaining First Place in Foreign Courses.

Colonel is married to Aishath Liusha and they are blessed with a daughter and a son.
